They will not need a Mexican visa if they have a valid visa stamp for United States in their passport. In addition to the USA VISA they will need an FMM FORM at the Mexico port of entry.

(I-797, Advance Parole, I-20 or DS-2019, are not valid to travel to Mexico therefore, if their USA Visa is expired it is a MUST to apply for a Mexican visa in the Nearest Mexican Consulate where they reside).
