Effective November 9, 2012, the process in obtaining
Temporary & Permanent Mexico residency  changed.   
Applicants  must   apply for a Mexico Visa first in the
nearest Mexican Consulate where they reside.  The
respective consulate  will approve a visa sticker  for six
months, then upon arrival to Mexico,  applicants will need
to obtain an
FMM FORM at the border or airport.
Applicants will have 30 days from the time they enter
Mexico,  to change the Visa & FMM for  the actual
Temporary or Permanent residency card like the sample
above,  in the corresponding Mexico Immigration office
where they will reside or work.
The nationalities listed below are exemp from Mexico Visa,  issue at the Mexican Consulate or Embassy
but must otain an
FMM  FORM upon arriving to  Mexico by Air  Sea or  Land, if visiting Mexico for
Tourism or Business:

A: American Samoa, Andorra, Anguilla, Argentina,  Aruba, Australia, Austria, Azores Islands
B: Bahamas (Comonwealth), Barbados, Belgium, Belize, Bermuda Islands, British Indian Ocean

FM2 AND FM3 Information from forums or  friends prior November 9, 2012, can mislead you because Mexico Immigration law changed. YES you can renew
the old FM2 or FM3 if current but you will receive a TEMPORARY or PERMANENT RESIDENCY depending how you request it. If your FM2 or FM3 is being
expired for less then two months you can reinstate it but you will  pay fines and the time accumulated will not be honored. Confuse contact
